Philadelphia has a comprehensive behavioral health system that was created through a unique partnership between the City of Philadelphia’s Department of Behavioral Health and Intellectual disABILITY Services (DBHIDS) and the Commonwealth of Pennsylvania. In 1997, Philadelphia launched its own behavioral health managed care organization, Community Behavioral Health (CBH). It is one of the few cities in the nation to do so.
CBH is a non-profit 501c(3) corporation contracted by the City of Philadelphia to manage the delivery of behavioral health services for Medicaid recipients of Philadelphia County. Services are delivered in accordance with Pennsylvania’s HealthChoices Program, administrated through the Office of Mental Health and Substance Abuse Services (OMHSAS).
Position Overview:
The Chief Medical Officer position will promote a system of high-quality behavioral health care delivery and will help identify and manage key external partnerships that aid CBH in meeting its mission and vision. The CMO will act as champion for clinical improvement and innovation as it relates to quality improvement, quality assurance, compliance, accreditation, and member safety.

Current Board certification in Psychiatry by the American Board of Psychiatry
EXPERIENCE:
Minimum 10 years of clinical experience in the behavioral health field

Essential functions:
- Provide oversight and supervision to the Physician Advisors
- Develop medical policies that highlight recovery and self-determination as part of the CBH mission
- Collaborate with senior leadership to assure effectiveness of clinical workflow and protocols and adherence to MNC and other best practices.
- Oversee CBH’s Quality Management activities including performance evaluation, quality improvement, and quality assurance.
- Chair the CBH Credentialing Committee
- Chair the Utilization Management Committee in conjunction with the Finance Department to review under and over utilization, performance of medical spend to budget, and development of new services that could affect the utilization of existing services.
- Lend expertise and guidance to CBH initiatives focused on Social Determinants of Health, physical health and behavioral health integration, disease management and population health.
- Represent CBH at various city and state high profile meetings and committees.

Horizon House is Pennsylvania’s oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and Northeastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.
We have immediate openings for full-time psychiatrists to work with an adult population supported by established Assertive Community Treatment teams in Delaware, Montgomery, and Bucks counties with crisis and residential services situated in those Pennsylvania counties. We also anticipate other openings over the next few months.
The ideal candidate will have experience working with people with severe and persistent mental illnesses (including ‘dual diagnoses’) and their families; enjoy collaboration with other professionals as a key leader of a multi-disciplinary team; and embrace recovery principles. Board eligibility and Pennsylvania licensure required.
